The Project
Project Highway E4 Rotebro is the last part in the widening of the highway between Stockholm City and the international airport Arlanda. The two bridges built in 1962 will be replaced without any major disturbances to the traffic and railway.
Work began on 26 September 2011 and finishes in the summer of 2015. During the construction phase, three lanes of traffic in each direction have been and will continue to be operational, at reduced speeds to minimise disruption. The bridge at Norrvikenleden scheduled to be open to traffic in the summer of 2015 will be rebuilt concurrently with the rebuilding of the pedestrian and bicycle paths under the bridge.

As the project is the first CEEQUAL Whole Project Award with Interim Client & Design Award, it has been a learning process for all involved in the Assessment.
Another challenge faced was the small & narrow working area that was available. Additionally the area interacted with the highway E4 (70,000 vehicles per day), the railroad to northern Sweden (600 trains per day), a station for commuter trains, a park and ride and local streets (25,000 vehicle per day). To minimise disturbance on the traffic, the project will use a new technology to accurately launch the completed bridge into the right position.
The working area was also situated in a water protection area. Underground work must be done without impact on the ground water.

Project Management:
The CEEQUAL Assessment ensured there were more resources for environmental issues in the project compared to a traditional project. CEEQUAL also gave the team experience in sustainability and the opportunity to measure the results achieved It gives experience for the future.
Land Use & Landscape Issues:
Careful consideration was made when deciding the colour of the bridge, a special red colour is used in Sollentuna (Sollentunaröd).
Ecology and Biodiversity:
Protected species were found near the project area as a result of the CEEQUAL Assessment; for example, different kinds of clams and fishes in Edsån.
The Historic Environment:
Archaeological remains were treated the traditional way due to legal requirements. The CEEQUAL assessment has ensured the project pay attention to younger cultural aspects as well as the archaeological heritage, for example the bridges demolished.
Water Resources and the Water Environment:
Water sampling requirements on ground water protection were undertaken before, during and after the construction phase.
Energy and Carbon:
Working on site resulted reduced the amount of; work, material use, transport and impact on society and neighbours. The construction site is “environmentally friendly” in the way that the portable cabins for the staff are isolated to reduce electricity consumption. The electricity used is eco-labelled. The surface of the construction site is minimised.
Material Use and Waste Management:
Traditional way of working with waste but monitoring is better with Ceequal certification.
Transport:
Working on site acting as a solution for the traffic, minimising disturbances during construction of the new bridges, for example.
Effects on Neighbours:
Traffic noise is much higher than noise from construction. Noisy operations are carried out during daylight when the noise is not heard because of the traffic noise. Reduced speed on the bridge during reconstruction also led to lower noise levels.
Relations with the Local Community and other Stakeholders:
Relations were handled in a traditional way but experiences from using CEEQUAL will probably lead to changes in the way we cooperate and communicate with the Local Community and Stakeholders.
To what extent did the use of CEEQUAL influence your project?
Within Trafikverket (the National Transport Administration) there is now an ongoing project for developing and implementing methods for sustainability-certification of infrastructure projects. Highway E4 Rotebro was chosen as the pilot project. The work with the sustainability-certification of E4 Rotebro according to CEEQUAL includes both the already concluded planning-phase as well as the ongoing construction-phase.
The Interim Award which was presented in May 2013, includes the planning-phase up until the procurement of turnkey-contractor. The Excellent award received illustrated Trafikverket in the role of (so called) full client, can have a major effect on the sustainability of the project. This is because the client has the opportunity to incorporate their own technical solutions in the tender.
During the design phase changes were made to the management of storm water. Water from the new bridges is now cleaned in a pond under the bridges before it is discharged.
The method of demolition chosen for the bridges was also changed to a much less noisy way than traditional demolition.
Using Virtuel Design gives effective soil management and reduced mileage.
NCC has applied for funds to collect experiences and feedback from the first Whole Project Award in Sweden and spread it to other operators.
Trafikverket, with the support of CEEQUAL, has recently started another CEEQUAL Assessment for the project E18 Roslags-Näsby. The project is still in the planning-phase and is due to be procured for turnkey in 2015. This work includes the development of functioning/operation rules (funktionskrav) and incentives for the improvement in the quality of delivery within the environmental area, and will be used in future procurements. All experiences from E4 Rotebro will be taken in consideration.
